Transfer of ministerial responsibilities

Effective July 9, 2026, the ministerial responsibilities for the Supply Chains Act were transferred from the Minister of Public Safety to the Minister of Jobs and Families. This change was implemented through an Order in Council made by the Governor in Council under the Public Service Rearrangement and Transfer of Duties Act.

As a result, the Labour Program at Employment and Social Development Canada (ESDC) has assumed responsibility for the administration of the Supply Chains Act. This change is intended to strengthen implementation of the Supply Chains Act by bringing together labour policy expertise and oversight, and to support a coordinated federal approach to addressing forced labour in supply chains.

No action is required from reporting organizations at this time.

Reporting obligations under the Supply Chains Act remain unchanged. Reports submitted for the 2026 reporting period continue to be processed and published in the online catalogue under the existing process. For the next reporting deadline of May 31, 2027, and all reporting deadlines thereafter, entities and government institutions will submit their reports to the Labour Program at ESDC. Details on where to submit reports will be forthcoming but reporting organizations should not expect major changes to the intake process.

As required by the Supply Chains Act, the annual report to Parliament summarizing the information received will be tabled by September 30, 2026.

Online resources, including reporting guidance, the report submission portal, and the catalogue of reports, will remain available on the Public Safety Canada website until these resources are fully transferred to the Labour Program at ESDC. Reporting organizations will be informed through the next Bulletin once all resources have been transferred and the next reporting cycle is launched.
